The city of Ahmedabad is the 7th largest city of the country and the premier city of Gujarat having population of 35 lacs and area of 198 Sq.Km.Ahmedabad is basically industrial city having a large no of people living in slum Area. As per 2001 data the city has slums situated at 1029 location and chawls at 1383 locations. Over 11.25 lacs people live in the slums and chawls.
Problem of Open Defication
The city has been facing a serious problem of open deification for want of adequate toilet facility in slums and chawls . This is creating serious of health and sanitation in the city.
Status of Public Toilets
The city has more then 17000 community latrines and they are uncanned . The condition of this toilet is pathetic . In adequate water facility, public apathy towards the use of such facility etc. have made such toilet non-usable . At any point of time 60 to 70 % of such toilets are found non-found for one more or other reason.
Need of Individual toilet and Pay & Use Toilet Facilities
( A ) Individual
The experience of past has shown the unmanned public toilet are becoming nuisance. The corporation has therefore decided to support the construction of individual latrine in slums where ever it is possible by highly subsidized the cost of construction of such toilet. Low cost sanitation scheme has been introduced to achieve this objective.
Low Cost Sanitation Scheme
The Municipal corporation has introduced a law cost sanitation scheme where as slum dwelling unit was until recently was being giving subsidy of 80 % of cost of construction and under this scheme corporation gave subsidy Rs. 2483/- per unit to the slum dwellers who come forward to construction a toilet as per design given by the corporation.
More than 27000 such latrine has been constructed under this scheme with the support of the World Bank credit under the World Bank 1643 in.
The corporation has further decided to increase the pace of construction of the individual toilet by increasing the subsidy from 80 % to 90 % effective from 1st April , 1996 . The scheme is popular among the slum dwellers.
Pay & Use Toilets
payanduse.jpg (19474 bytes) There are large no of slums that which are congested having very little space between two raws of the dwelling units . It is therefore found impossible to construct individual latrine in such slums . The low cost scheme also dose not allow construction of individual toilet on the street id the distance between two raws of slums is less then 7th  

N.G.O.'s
The pay and use toilet facility need a regular maintenance round the clock basis . The corporation is therefore promoting N G O ‘s to take up the work of maintenance and construction of the pay and use toilet and charge the fees prescribed by the corporation for the use of toilet facilities. NGO’s like NASA ,SULABH, AKHIL BHARTIYA PARIYAVARAN SANSTHAN etc. have come forward to take up the work of construction and maintenance of pay and use toilet facility. They are ever ready to construct this as per the specification approved by the corporation.

Identification of Location
The city has 43 Municipal Election wards divided in to five administrative zones namely East zone, West zone , South Zone , North zone , and Central zone. Slums are situated in all the ward in varying degree.
The corporation has identified areas and location where pay and use toilets are to be construction to upgrade the sanitation in the slum. In the 2nd phase of the project, the corporation has identified 61 location for the construction of pay and use toilet facility.
In the 2nd phase to construct the pay and use toilets, the corporation proposes to construct 733 Toilet seat , 319 Urinal, 255 Bath at total estimated is Rs. 410.69 lacs . The no of beneficiaries are expected to be 35400 who would be using the toilet facility breakup as under.

Need of HUDCO's Loan
The Municipal corporation desires to take loan from HUDCO for creating the urban infrastructure in the terms of circular no UIFW / HUDCO / ROs- MZO / 94 dated 22nd March 1995 and requests HUDCO to extend loan @ 90 % of the cost of construction @ 10.5 % rate of interest with a repayment period of 12 years . The Corporation would also like to avail of 0.5 % interest rebate on timely repayment .
All the toilets that would be constructed will be water Flush latrine connected to under ground sewerage system. All the toilet would be for the use of the slum dwellers . The corporation would pay the installment on time and give security in from of Gujarat Government Guarantee repayment of loan to HUDCO .

Subsidy
The HUDCO may kindly consider granting necessary subsidy to the corporation for the constructing pay and use toilet facility to the slum dwellers as is permissible in this scheme.
